Protracted Crisis & Conflict

This Working Group originated with the IPC, but will continue to feed into the CSM discussions, including a broad range of CSOs inputs into the CFS discussions on protracted crisis and conflict.

Background

The 2010 FAO report on the State of Food Insecurity in the World (SOFI) focussed on situations of protracted crises http://www.fao.org/publications/sofi-2010/en/

The report informed discussions on this issue at the 36th Session of the CFS in October 2010. The conclusions and recommendations of CFS Member States can be found in paragraphs 24 and 25 of the Final Report of CFS 36 http://www.fao.org/fileadmin/templates/cfs/Docs0910/CFS36Docs/Final_Report/CFS36_Final_Report_K9551_E.pdf

A key conclusion was that “the Bureau in consultation with the Advisory Group will explore the possibility of organizing a High-Level Expert Forum on Protracted Crises no later than 2012 with a view of discussing the elaboration of a new Agenda for Action for Food Security in Countries in Protracted Crises in collaboration with other specialized agencies and humanitarian partners”.

At CFS 37 in October 2011, the Committee reaffirmed the above decision and also “approved the proposal to hold an extensive consultation process with all stakeholders on the outcome of the HLEF with the view to presenting a proposed “Agenda for Action for Food Security in Countries in Protracted Crises” for the consideration of the plenary of CFS as appropriate” see paragraph 64 http://www.fao.org/fileadmin/templates/cfs/Docs1011/CFS37/documents/CFS_37_Final_Report_FINAL.pdf

In January 2012, the CFS Secretariat produced a concept note for the HLEF (see below). The overall purpose of the HLEF is “to provide an open space for consultation and policy dialogue to increase the understanding and strengthen the collaborative efforts in order to appropriately deal with food security and nutrition in protracted crises”. The CFS Bureau subsequently decided that the two-day HLEF will take place in Rome and is tentatively scheduled for mid-September, 2012 (exact days to be decided).

A multi-stakeholder Steering Committee has been established to oversee the organisation of the Forum, consisting of representatives of the stakeholders on the CFS Advisory Group:

The main tasks of the Committee are to reach consensus on the themes, objectives and agenda and the main attendees and contributors for the event.  Members of the Steering Committee will subsequently be asked to play an occasional advisory role, for example as the commissioned papers for the HLEF are prepared and as the date of the event approaches.

The Committee is currently identifying the expected outcomes, themes, papers/authors and panellists for the Forum (see paper dated 5th April below)
