HLPE Biofuels E-Consultation LAUNCHED!

*******A MESSAGE FROM THE HLPE COORDINATOR*******

Dear Chair and Members of the CFS Bureau and Advisory group,

In October 2011, the CFS has recommended that appropriate parties and stakeholders “review biofuels policies - where applicable and if necessary - according to balanced science-based assessments of the opportunities and challenges they may present for food security so that biofuels can be produced where it is socially, economically and environmentally feasible to do so”.  In line with this, the CFS requested the HLPE to “conduct a science-based comparative literature analysis, taking into consideration the work produced by the FAO and Global Bioenergy Partnership (GBEP), of the positive and negative effects of biofuels on food security”.

Final findings are expected to feed into the preparation of the CFS Plenary session of October 2013.

As part of its report elaboration process, the HLPE is now launching an open electronic consultation on a proposed scope and building blocks of the study (see attachment), submitted by the HLPE Steering Committee for public feedback and comments from 8 May until 28 May 2012.

The HLPE is channelling this consultation through the Global Forum on Food Security and Nutrition (FSN) at:http://km.fao.org/fsn/discussions/biofuels. To participate, send directly your contribution to the Forum moderator at FSN-moderator@fao.orgor to the HLPE Secretariat at cfs-hlpe@fao.org. Contributions are welcome in English, French and Spanish.

The feedback received will be used by the HLPE Steering Committee to finalize the terms of reference of the HLPE Project Team that will be appointed to prepare the study and policy recommendations.

The HLPE also wishes to remind that a public call for candidatures to the Project Teams on Biofuels and food security, and in Investments in smallholder agriculture are currently open until 13 May 2012. Please visit http://www.fao.org/cfs/cfs-hlpe/call-for-experts-hlpe-project-teams/en/ for more information.

Please feel free to forward this invitation to your respective groups and networks as appropriate.

Many thanks and best regards.

On behalf of the Steering Committee of the HLPE,

Vincent Gitz

HLPE Coordinator
