The CSIPM Forum is a two day event that takes place every year before the CFS Plenary Session. It is open to all interested civil society and Indigenous Peoples’ organisations participating to CFS processes, or to organisations that wish to engage.
At the Forum, participants engage in a wide range of debates to assess past processes, to consolidate common policy positions for the present and to identify key challenges and steps forward in our interactions with the CFS. This dynamic environment enables participants to consolidate, refine, and formalize their stance and key messages, which are subsequently presented at the CFS Plenary Session.
The Forum also functions as a platform for accountability, where Coordination Committee members share updates on their work, achievements, and undertakings with all participating CSOs.
The draft agenda and background documents of the CSIPM Forum will be posted on the CSIPM website in October. Please check the website frequently to find out more information.

Realising the Right to Food: Human rights-based policy instruments and the road ahead.
The Public Panel of the CSIPM Forum is open to all Member States representatives, UN Agencies, Civil Society and Indigenous Peoples Organizations, and Participants of the CFS.

Purpose and Background:
The Public Panel will commemorate the 20th anniversary of the Right to Food Guidelines (RtFG), marking two decades since this significant human rights-based instrument was adopted to guide policies to ensure the right to adequate food for all. The RtFG have been key in shaping global discussions around food security and human rights, yet their implementation remains uneven and fragmented across different regions and constituencies. This session will provide a unique opportunity for participants to reflect on the achievements and the limitations of their implementation and to underscore the urgency of transforming political commitments into tangible outcomes for food-insecure communities.
Over the last twenty years, the Right to Food has served as a cornerstone in the broader human rights landscape, deeply intertwined with various other fundamental rights such as the Right to Water, Right to Land, and the Right to Participate in Decision-Making processes that directly impact livelihoods, food sovereignty and food security. Yet, these rights are often undermined by unequal power dynamics, lack of access to resources, and the marginalization of specific groups, including women, Indigenous Peoples, and small-scale food producers.
Moreover, conflict, occupation, and protracted crises have emerged as major obstacles to the realization of the Right to Food, affecting millions of people globally. These crises exacerbate food insecurity and destabilize entire food systems, displacing communities and undermining their rights to life, land, and water. The panel will address the critical need to shift the focus from only short-term humanitarian interventions to long-term strategies prioritizing the reconstruction of food systems rooted in human rights principles. This includes safeguarding peasants’ rights to land, water, and life—essential components for achieving lasting food security in conflict-affected regions and situations of protracted crisis.

The Plenary is held annually and is the central body for decision-taking, debate, coordination, lesson learning and convergence by all CFS members and participating actors at a global level on issues pertaining to food security and nutrition and on the implementation of the Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security.
2024 marks the 50th anniversary of CFS, and the 20th anniversary of the endorsement of the CFS Voluntary Guidelines on the Progressive Realization of the Right to Adequate Food in the context of National Food Security. CFS Plenary 52 represents an important opportunity to take stock, analyse and discuss how to realize the right to adequate food with those most affected by food insecurity and malnutrition at the centre.
The Plenary will begin with a discussion on strengthening coordinated policy responses to the food crisis, the CFS summary report on Collaborative Governance as well as a briefing on ongoing international initiatives against hunger and poverty.
CFS 52 is set to endorse the Policy Recommendations on Reducing Inequalities for Food Security and Nutrition, the Action Plan to increase awareness, ownership, use and usefulness of CFS policy outcomes, and the updated version of the Rolling Section of the CFS Multi-Year Programme of Work (MYPoW) 2024-2027. Additionally, the Plenary foresees a session dedicated to monitoring the progress on the use and application of the CFS Voluntary Guidelines on the Progressive Realization of the Right to Adequate Food in the Context of National Food Security, as well as a session to discuss the implementation of the CFS Voluntary Guidelines on Gender Equality and Women’s and Girls’ Empowerment in the context of Food Security and Nutrition.
The CFS Plenary will also present an opportunity to share views on the HLPE Report on Strengthening urban and peri-urban food systems to achieve food security and nutrition in the context of urbanization and rural transformation, and to discuss the key role of decent work in agriculture and food systems.
The CFS 52 Plenary Session is open to Members of the Committee, participants and observers, and will be conducted in Arabic, Chinese, English, French, Russian and Spanish.
