The CSIPM Forum is a two day event that takes place every year before the CFS Plenary Session. It is open to all interested civil society and Indigenous Peoples’ organisations participating in CFS processes, or to organisations that wish to engage.
At the Forum, participants engage in a wide range of debates to assess past processes, to consolidate common policy positions and to identify key challenges and steps forward in our interactions with the CFS, and other civil society spaces and platforms whose work intersect with the right to food and food sovereignty struggle. This environment enables participants to consolidate, refine, and formalize their stance and key messages, which are subsequently presented at the CFS Plenary Session.
The Forum is also a platform for accountability, where Coordination Committee members openly share updates on their work, achievements, and undertakings.
CFS 53rd Plenary Session

The Plenary is held annually and is the central body for decision-taking, debate, coordination, lesson learning and convergence by all CFS members and participating actors at a global level on issues pertaining to food security and nutrition and on the implementation of the Voluntary Guidelines to Support the Progressive Realization of the Right to Adequate Food in the Context of National Food Security.
The Plenary will begin with opening statements by UN high-level representatives followed by the presentation of the Report “The State of Food Security and Nutrition in the World (SOFI) 2025”, a panel discussion comprising regional perspectives on this year’s SOFI theme, and the presentation of the CFS summary report on Collaborative Governance as well as of the outcomes of the CFS High-Level Forum on Climate, Biodiversity and the Right to Food.
Two satellite sessions will take place as part of a sequenced programme on the first day with the objective of stimulating interactive dialogues on existing and potential partnerships between CFS and relevant international initiatives and on how to make the best use of the CFS multistakeholder platform and its evidence-based policy products to promote food security and nutrition.
CFS 53 is set to endorse the following documents: the Policy Recommendations on Strengthening Urban and Peri-Urban Food Systems to Achieve Food Security and Nutrition in the context of Urbanization and Rural Transformation, and the Mid-Term review of the CFS Multi-Year Programme of Work (MYPoW) 2024-2027.
Additionally, the Plenary will include a High-Level Forum on Strengthening Responsible Investment and Financing for Food Security and Nutrition to discuss investments to properly finance sustainable and inclusive food systems. Furthermore, a session to discuss and share views on the High Level Panel of Experts on Food Security and Nutrition (HLPE-FSN) Report on Building resilient food systems.
The Plenary will also include a discussion on progress, challenges and ways to improve the use of CFS policy products, a stocktaking session dedicated to monitor progress and advance the uptake of the CFS Framework for Action for Food Security and Nutrition in Protracted Crises (CFS-FFA), and an informal dialogue to explore advances and opportunities to foster commitment for nutrition.
The Committee will also elect the new CFS Chairperson, the members of the Bureau and their alternates. The process for nominations will be announced on the CFS 53 webpage.
CSIPM SIDE EVENTS AT CFS 53
Active armed conflicts have reached their highest level since the Second World War. Conflict was the primary driver of food insecurity for half of the total food insecure population in 2024. Populations in certain conflicts, including in Sudan and Gaza, are facing famine resulting from targeted attacks and blockades on humanitarian aid that amount to a use of starvation as a weapon of war. Strengthening policy coherence in line with international human rights and humanitarian law is urgent. The CFS FFA, among others, remains largely unused and absent from discussions in peace-building efforts and in the Humanitarian Development and Peace nexus. This event will explore how the CFS policy tools, particularly the FFA and the RtFG, can address growing challenges of food insecurity and malnutrition in conflicts, wars, and occupation. It will highlight the role of the right to food framework and rights-based approaches for promoting accountability, resilience, and justice in these settings.

Just before COP30, this side event will explore the necessity to better implement the Right to food and promote sustainable, rights-based approaches to food systems transformation—including agroecology—in different multilateral spaces, in order to reinforce each other. This dialogue will highlight existing synergies between the CFS and the 3 Rio Conventions, and the need to create new ones, especially regarding financial reforms and human rights safeguards for climate, land, and biodiversity policies to achieve food security and nutrition.
