Background information
The Committee on World Food Security (CFS) commissioned an independent evaluation of the effectiveness of the CFS reforms that were initiated in 2009.
In October 2013 at its Fortieth Session, the Committee endorsed the recommendation to conduct periodic assessments of CFS effectiveness in improving policy frameworks, especially at country level, and in promoting participation of and coherence among stakeholders on food security and nutrition. At the same session, the Committee decided that an evaluation of the progress of the reforms should be conducted including progress made towards the overall objective of the CFS and its three outcomes.
The purpose of the evaluation as set out in the Concept Note endorsed by the Bureau of the CFS is to:
- Produce evidence regarding whether CFS, as a multi stakeholder forum, is achieving the vision outlined in the Reform Documents and its expected outcomes;
- Assess the extent to which CFS is performing its roles outlined in the Reform Document, efficiently and effectively, and if so, with what impact;
- Review the working arrangements, including the multi-year programme of work of CFS in order to assess how the decision-making processes and planning may be impacting effectiveness;
- Propose forward-looking recommendations to enable CFS to respond effectively to the emerging food security and nutrition challenges, to further strengthen it comparative advantages and to enhance its leadership role in improving global food security and nutrition; and
- Generate learning regarding multi-stakeholder collaboration, to which the CFS represents a possible model to be replicated.
The Independent evaluation was conducted in 2016 and finalised in April 2017. From April 2017 and through the inter-sessional period of 2018 towards the CFS 45 Plenary Session, the Committee is drafting an Action Plan on the Evaluation and an Implementation Report to respond to its recommendations with the aim of improving CFS effectiveness and vibrancy.

The CSM has engaged with the CFS evaluation process throughout the past two years, and has provided many and substantial contributions to it, always with the aim to strengthen the CFS in the spirit of its reform and its visionto strive for a world without hunger where the right to adequate food is realized by all.
We want to express our gratitudeto the two co-facilitators of the last year, Jiani Tian from China and Oliver Mellentin from Germany, for their efforts and leadership. It has not been easy to facilitate the consultation process in a complex and sometime controversial context.
With today’s adoption of the implementation of the response to the CFS evaluation report, the CFS enters into a new period. The intensive and rather inward-looking period of the CFS evaluation process can now be concluded and should be followed by a period in which all members and participants engage with new spirit and high energy.

CFS 44 Plenary Session Outcomes – 13 October
CSM interventions during the Plenary on CFS Evaluation:
Intervention of Ramona Dominicioiu, La Via Campesina, Romania on behalf of the CSM Working Group on CFS Evaluation
CSM has contributed intensively to the CFS evaluation elaboration and the discussion on how to best respond to it. We congratulate Ms. Angela Bester and her team for the report, and Egypt and Iceland for their co-facilitation work for the CFS response to it during the past months.
The CFS continues to be in a critical situation. We have seen during the past years and also during this session, that there are two possible pathways for the CFS: either it goes in the direction of erosion of the CFS Reform, or in the direction of strengthening the CFS in the spirit of its Reform.
The CSM clearly stated its expectation that the evaluation and the discussion on the response to it should be guided by the spirit of the reform and make the CFS much stronger in line with its mandate and its roles.
We welcome that the Co-Facilitators concluded the first Meeting on the Response in June this year with the explicit statement that there will be no reform of the reform. The Consultation report clearly points in this direction: it aims to further strengthen the roles and functioning of the CFS in line with its mandate and vision. Keep Reading…
Intervention of Alberto Broch, COPROFAM, Brazil on behalf of the CSM Working Group on CFS Evaluation
Positions on specific topics of the Evaluation and the Consultation report:
- We can agree with the Consultation report as presented, although we see many weaknesses in it.
- The proposal of having a strategic MYPOW is a good compromise which takes into account the fact that the CFS is not an organization, but a platform.
- The budget issue is not solved in our view, this remains as an urgent challenge to solve next year. We would like to reaffirm that the budget is not a financial but a political issue.
- On other issues like Plenary, OEWGs, Chair and Secretariat, specific follow-up steps are agreed for next year.
- The composition of the Advisory Group should reflect the principle on participation established in the CFS Reform Document, paragraph 7: “the composition will ensure that the voices of all relevant stakeholders – particularly the most affected by food insecurity – are heard”. Other issues of importance that should be tackled in the Follow-up to the CFS evaluation report:
- As agreed yesterday, Gender equality, women’s rights and women’s empowerment should be mainstreamed throughout the CFS. The discussion on the evaluation provide an appropriate space for this.
- One topic that should be particularly discussed is the challenge for a better use, application and monitoring of CFS Policy Outcomes: How can we better use at home what was agreed in Rome? This discussion has been significantly pushed by the CSM in 2017, together with some governments.
- How to make the CFS a truly responsive place to the global challenges of today and tomorrow? This question refers to global urgencies such as the famines and severe food crises as well as to global challenges with huge implications, such as the debate on megamergers in the agribusiness sector.

The Bureau has nominated Jón Erlingur Jónasson (Iceland) and Khaled El Taweel (Egypt) to be co-facilitators for the preparation of the follow-up to the CFS Evaluation. The following meetings have been planned in June: two meetings where all interested stakeholders are invited and restricted meetings on 7 June and 8 June.
