Background
This Working Group has been facilitated by the “IPC Facilitating Team”, which was fulfilling this role for the International Planning Committee for Food Sovereignty, and continued to do so under the mandate of the CSM. Specifically, they continued to facilitate CSO participation in the CFS Open-Ended Working Group (OEWG) dedicated to the process of drafting and negotiating the several drafts of the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests, and ensure effective strategies for the implementation and monitoring stages.
Timeline 2011/12:
- April 15 : Public reading in FAO of Zero Draft
- April 18 – May 16: E-Consultation on Zero Draft
- May 5: Deadline to collect comments from CSOs on draft response to the Zero Draft (please send comments to Sofia Monsalve at Monsalve@fian.org)
- May 10: Final version of consolidated CSO comments to be circulated
- June 1: First draft of VGs to be submitted to the open-ended working group (comments to be compiled by the CFS Secretariat)
- June 15-17: Open-ended working group to focus discussion and prepare for July negotiations (Rome)
- July 12 – 15: Guidelines to be finalised in an open-ended working group CFS Plenary session
- October 9: CSO Preparatory Meeting
- October 10 – 14: Second round of negotiations for finalisation of Guidelines in open-ended working group CFS Plenary Session
- October 18 – 22: Consideration of the Voluntary Guidelines in the 37th Session of the CFS
- March 5 – 9: Third round of negotiations for finalisation of VGs in open-ended working group CFS Plenary Session
- May 11: Special Session of the CFS to formally adopt the VGs
