What is the CFS Workstream on Collaborative Governance for Coordinated Policy Responses to emerging global food crises towards sustainable agriculture and food systems transformation?
It is a four-year thematic workstream that aims at identifying signs of emerging food crises and actions to address them in line with longer-term objectives of food systems transformation and the progressive realisation of the right to adequate food in the context of national food security.
This workstream will not have a negotiated outcome but foresees two bi-annual meetings to discuss the evolving situation of food security and nutrition, share experiences, and information on existing initiatives, and address key issues related to improved policy coordination and collaborative governance, giving particular attention to the voices of most affected constituencies and countries. The outcomes of the meetings will be presented in a summary report by the CFS Chair, and contribute to informing the CFS Plenary debate on the “State of food security in the world”. It will also contribute to and benefit from the preparation of an HLPE-FSN report on “Building resilient food systems”.

The kick-off meeting took place virtually on 30 May.
Moderated by Maryam Rahmanian, it provided a space for exchange with the participation of HLPE experts, the Special Rapporteur on the Right to Food, the Global Network Against Food Crises (GNAFC), the FAO, and input from CSIPM and PSM (Private Sector Mechanism).
At the meeting, State representatives of Mali and Honduras recognised the relevance of this Workstream, and shared their national experiences, as well as what they assess as the multiple causes of food insecurity. They also identified the most pressing topics that could be addressed by this CFS Worktream: conflicts, debt, and world trade regimes.
CSIPM Coordination Committee member Saima Zia (Pakistan/La Via Campesina), shared the experience of the wheat crisis in Pakistan, which has deep roots in debt and climate change. Zia called on the CFS to provide interpretation in future bi-annual meetings to give priority voice to most affected constituencies and countries.
