Purpose and Background:

The Public Panel will commemorate the 20th anniversary of the Right to Food Guidelines (RtFG), marking two decades since this significant human rights-based instrument was adopted to guide policies to ensure the right to adequate food for all. The RtFG have been key in shaping global discussions around food security and human rights, yet their implementation remains uneven and fragmented across different regions and constituencies. This session will provide a unique opportunity for participants to reflect on the achievements and the limitations of their implementation and to underscore the urgency of transforming political commitments into tangible outcomes for food-insecure communities.

Over the last twenty years, the Right to Food has served as a cornerstone in the broader human rights landscape, deeply intertwined with various other fundamental rights such as the Right to Water, Right to Land, and the Right to Participate in Decision-Making processes that directly impact livelihoods, food sovereignty and food security. Yet, these rights are often undermined by unequal power dynamics, lack of access to resources, and the marginalization of specific groups, including women, Indigenous Peoples, and small-scale food producers.

Moreover, conflict, occupation and protracted crises have emerged as major obstacles to the realization of the Right to Food, affecting millions of people globally. These crises exacerbate food insecurity, and destabilize entire food systems, displacing communities and undermining their rights to life, land and water. The panel will address the critical need to shift the focus from only short-term humanitarian interventions to long-term strategies that prioritize the reconstruction of food systems rooted in human rights principles. Including safeguarding peasants’ rights to land, water, and life—essential components for achieving lasting food security in conflict-affected regions and situations of protracted crisis.
